Each zynthian encoder is connected to a minimum of 4 wires.

THis is what the other encoder wires connect to to inform the MC23017 that the pin is set logic low and should be interpreted as such.Do not worry that there is no logic high connection, this is indicated by an open circuit and by the clever use of Pull Up Resistors the open circuit connection can be interpreted as a logic High. If you have an encoder with a +V connection there are separate notes on how to address this as it is a little more complicated.
